Introduction

2025 represented a significant milestone for Westminster City Council, which ranked 7th in the Inclusive Top 50 UK Employers Index. This recognition places Westminster among the UK’s leading employers for equity, diversity and inclusion, and marks a powerful achievement within the public sector. 

As the local authority for the City of Westminster, the Council supports over 250,000 residents and employs around 3,000 colleagues across a diverse range of services including housing, planning, children and family services, and adult social care. The Council’s workforce mirrors the communities it serves, and inclusion is recognised not only as a moral imperative, but as fundamental to delivering fair, responsive and effective public services. 

This top ten ranking reflects Westminster’s sustained commitment to becoming an anti-racist, equitable and inclusive organisation, underpinned by accountable leadership, empowered staff networks, data-led decision-making and a clear focus on dignity, respect and feeling connected. Inclusion at Westminster is not treated as an add-on; it is embedded into culture, governance, service delivery and workforce strategy.
